आदरणीय सहयोगी महानुभावहरु

विगत लामो समय देखि जापान मा रहेका नेपाली बिध्यार्थिहरुको साझा संस्था नेपाली बिध्यार्थी समाज जापान (नेसाज)ले नेपाली बिध्यार्थीका अध्ययन तथा अन्य समस्यालाई सहयोग पुग्ने गतिविधि गर्दै आएको जानकारी यहाँहरु माझमा छदै छ। नेपाल बाट अध्ययनको लागि जापानमा आएका हामी जस्तै बिध्यर्थी साथिहरुको लागि सन् १९९७ मा स्थापित यस संस्था ले बिबिध रचनात्मक गतिविधि गरिरहेको कुरा व्यक्त गर्न पाउँदा हामी अत्यन्तै खुसी छौ। हामी जस्तै अध्ययन को एउटा सपना बोकेर सन् २०१४ मा जापान आएकी चेली सुश्री. भिमा कुमारी श्रेष्ठ जि को मुटुको भल्ब मा गम्भीर समस्या परेकोले उपचारकोलागि १५०मान खर्च लाग्ने भएकोले हामीले संस्थाको बचत कोषबाट ¥२०००० र कार्यसमितिका सबै सदस्यको सहयोगले ¥५००००/-को कोष स्थापना गरेका थियौँ।
यसरी नै जुन १४ गते आजसम्म संचालन गरिएको भिमाकुमारी बचाउँ अभियानमा ¥१६१६६१/- जम्मा भएको कुरा हजुरहरुमाँझ राख्न चाहान्छौँ र यस सँग सँगै संकलित रकम आजनै भिमाकुमारी श्रेष्ठको खाता नम्बर १७४९०-६०९८९०११मा ¥१६१६६१/-पठाइएको कुरा हजुरहरुलाई जानकारी गराउन चाहान्छौँ ।

2. RULES & GUIDELINES
2-A. General procedures
1. A voter must be a regular member of NESAJ (registered and paid membership fees) and his/her name
must have appeared in the final voter list published by the Election Committee (EC) 2016.
2. Voters’ list will be made available by the outgoing Executive Committee and will be published on the
date given in the Election schedule above.
3. The voting will take place through a web-based e-voting system developed by the coordinator of the
Election Committee. The e-voting system had been used in the last years’ NESAJ election as well as in
the elections of NRN Japan and Nepal Engineers’ Association – Japan Center (NEA-JC). The voting
website will be announced latter.
4. The Election Committee is committed to carry out the election according to the SCHEDULE above; but
it may alter the schedule if necessary. In such cases, the EC will notify NESAJ members through this
email.

2-C. General requirements for candidacy
1. A candidate must be a regular member of NESAJ and have at least one year remaining academic period
in his/her university/college/institute in Japan. A supporter must be a regular member of NESAJ (i.e.,
his/her name must appear in the voters list.

2. A member can be candidate for one position only. Candidate registration in multiple positions may
invalidate all of his/her registrations.
3. A member must submit CANDIDACY REGISTRATION FORM by himself/herself providing all the
requested information mentioned in the format shown in Appendix # 1, including the names
and NESAJ member IDs of two regular member supporters.
4. Only specified supporters are allowed to float supporting emails of a candidate. The support-emails
floated by unspecified members will not be considered as a valid support to the candidate. The format of
support-email is given in Appendix # 2.
5. All the candidacy registrations and supports will be done in NESAJ common e- mail platform. That is,
while registering a candidacy and supporting a candidate, the application email must be floated
to NESAJ common e-mail address (This email address is being protected from spambots. You need JavaScript enabled to view it.).
6. Candidates and supporters are requested to send email from the addresses via which they are
receiving NESAJ common emails. They must have the same email addresses in the voters’ list. Proxy
emails (sending email on behalf of somebody else or sending email using somebody else email address
as the sender) will be considered invalid.
7. The candidate registration will be invalid if the supporters do not float their e-mails to
the NESAJ common address supporting the candidate.
8. A member who submits an application for his/her candidacy cannot be a supporter for any other
candidates.
9. Candidates can place a request before the Election Committee to change the name of their supporters in
case the earlier supporters are not available. The candidate can make such request only once. The
Election Committee may grant permission to change the name of supporters if the supporter names and
supporting emails are received within the time limit of the Announcement & Supporting of Candidacy.
10. A member cannot support two candidates for the same position, but can support at most two candidates
for different positions.
11. The member of the outgoing Executive Committee and member of the Election Committee are not
eligible to be a supporter for a candidate.

2-D. General rules for candidates


1. Once the final list of the candidate is published, every candidate must submit his/her manifesto to the
NESAJ common email (Subject: Manifesto of <candidate name>).
2. The manifesto should be concise, not exceeding 250 words. The candidate shall present his/her C.V.
along with the manifesto. In case of dispute, the Election Committee holds rights to increase the word
limit by 10%.
3. A candidate is allowed to float at most three emails of his election manifesto. It is suggested that
candidates float the manifesto first, and the other two (to clarify questions or comments raised by
the NESAJ members, if needed).
4. The Election Committee may subject a candidate or a voter into disciplinary actions if claims against
the candidate for the following causes are received.
3.1 Use of vulgar, aggressive words and personalized criticisms in the manifesto.
3.2 Violation of rules and conditions mentioned above.
3.3 Submission of wrong information in the application or manifesto.
5. The disciplinary action taken by the Election Committee may void the candidacy. The Election
Committee is not bound to seek clarifications from the candidate.
6. With the announce of the list of unopposed candidates, the Election Committee restricts all candidates
and NESAJ members from using the NESAJ common e-mail to post any materials on the following
topics until the election process ends:
a. Criticism of the election processes
b. Issues and contents of manifestoes published by candidates
c. Personal materials about the candidates that may influence the voters.
7. The Election Committee requests all the concerned candidates and voters to strictly follow the rules
strictly. Disobeying the rules may lead the candidacy invalidation.


2-E. General conditions for voting


1. Voting will take place only if there are two or more candidates for the posts: C1, C2a, C2b, C2c, C2d,
C3, C4, and C5; and eight or more candidates for the post C6.
2. Candidacy and voting rights for the positions C2a, C2b, C2c, and C2d are reserved for valid members
from their respective regions only.
3. Voting shall be web-based and carried out through the system designated by the Election Committee.
All voters are requested to follow procedures and rules of web-based electronic voting system as and
when asked during voting.
4. In case that the designated system undergoes some unprecedented failures, the Election Committee may
cancel the voting process for some time and may direct to use separate method if necessary.
5. The Election Committee deserves right to analyze, investigate and report voting system log if needed.
6. Voting date and time will be automatically canceled if there should be no need of voting (e.g. all
positions unopposed). However, the results will be declared only as per the election schedule.

2-F. General conditions for election


1. All the requirements of electoral procedure must be followed strictly.

2. Disputes or misinterpretation of statements or language on any matters will be resolved by the Election
Committee in consultation with the outgoing Executive Committee and the affiliated members
of NESAJ, and the decision made will be final.
3. The Election Committee reserves the right to clarify any incomplete or missed condition in the electoral
procedure.
4. In case of extra time requirement, the Election Committee after approval from the outgoing Executive
Committee reserves the right to extend the election period.
5. The outgoing Executive Committee will automatically remain in office for the extended period.
6. The newly elected Executive Committee members must take the oath of office in the format specified in
Appendix # 3 on specified dates.
7. The completion of the election process will be indicated by a concluding remark from the Election
Committee. Through the concluding remark email, the Election Committee will be dissolved
automatically.
The Election committee 2014 expects constructive supports from all NESAJ members for a free and fair election.
